Water damage restoration in Elmhurst: crowded buildings and the leaks between them

Elmhurst is densely built. Broadway, Queens Boulevard and Roosevelt Avenue cross it, with the Queens Center mall and Elmhurst Hospital as landmarks, and its side streets are packed with apartment buildings, attached houses and homes divided into several units. Where that many households share walls, pipes and ceilings, water damage restoration in Elmhurst often starts with a leak from one home into another.

A leak from above or next door

When water comes through your ceiling or wall, the first job is to stop it at the source, which is often not in your home. Tell the super, the landlord or the neighbor at once. Keep out from under a sagging ceiling, move what you can, and switch off the lights on that circuit from the panel only if you can reach it from a dry place. Never touch switches or outlets while standing in water.

Then record it: photos and video of the ceiling, the walls, the floor and your damaged belongings, and a dated note. If you rent, tell your landlord in writing as well as in person.

Your rights as a tenant

New York City’s rules on leaks and mold are clear in buildings with three or more apartments. Local Law 55 of 2018 requires owners to keep tenants’ apartments free of mold and pests, to safely fix the conditions that cause them such as leaks, to inspect units every year and to respond to tenant or HPD complaints. HPD’s advice to tenants: if you see a leak, signs of mold or pests, notify your landlord; if the landlord does not fix the hazard, or the repair is not being done safely, file a complaint online or call 311.

In buildings with 10 or more apartments, mold covering more than 10 square feet has to be assessed and removed by workers holding a New York State Department of Labor mold license, and the assessor and the remover must be independent of each other. See mold remediation in Queens and mold inspection in Queens.

Basements and storms

Elmhurst’s houses and many of its buildings have basements, and heavy rain can flood them. DEP describes sewer backups as heavy rain exceeding pipe capacity and water overflowing from basement sewer connections; it also lists groundwater through foundation cracks and street flooding from clogged catch basins. The NYC Health Department’s lesson from Ida is that this kind of flooding can happen anywhere in the city, and that basement apartments are at higher risk: ten of Ida’s fourteen deaths in the city were drownings in unregulated basement apartments.

If water is rising in a basement where people live, they should get out first. The cleanup can wait. See water removal in Queens for the next steps.

Small mold patches

For a patch under about 10 square feet, the EPA says in most cases you can handle it yourself. NYC’s Health Department suggests soap and water or dish detergent on hard surfaces, waterproof gloves, keeping children and pets away, drying the area completely and washing or throwing away the rags. If it comes back quickly, there may be a leak behind it, which in a building of three or more apartments is the owner’s to fix.

Storefronts and mixed buildings

Many Elmhurst blocks have shops below apartments. A leak upstairs can reach a store ceiling, and a basement flood can reach stock rooms. Each party records and reports its own losses; keep damaged stock until it is listed and check your own policy or ask your agent.
